Formula route, ingredients, packaging, regulatory path and run size set the price. How to read a quote, and the costs that never appear on it.
The cost of a private label skincare line is set by five things: the formula route, the ingredients, the packaging, the regulatory path, and the run size. Any manufacturer who quotes a per-unit price before knowing all five is guessing. This article explains what moves the number, so that when you do get a quote you can read it, and so you budget for the second run, not just the first.
1. The formula route
White label costs least to start because the formula, the stability testing and the compliance file already exist. Semi-custom adds adjustment and re-testing. Custom formulation adds development time, prototypes, stability and preservative-efficacy testing, and sometimes a Natural Health Product licence. The route you choose sets both your upfront cost and your minimum run, because a custom formula is only economical to make in larger batches.
2. The ingredients
Unrefined shea butter bought directly from a named cooperative, with a premium paid to the producers, costs more per kilogram than refined commodity shea from a trader. It also gives you a provenance story you can print and a product with the unsaponifiable fraction intact (see refined vs unrefined). Essential oils, botanical actives, and the grade of every carrier oil move the number the same way. Ask for the ingredient list with grades, not just the INCI names.
3. The packaging
Packaging is the cost most founders underestimate. Jars, tubes, pumps, caps, shrink bands, boxes, and bilingual labels each have their own supplier and their own minimum order, and those component minimums often set your practical MOQ more than the formula does. Stock packaging with a custom label is the low-risk starting point; custom-moulded or custom-printed components make sense only once a product has proven it will reorder.
4. The regulatory path
A cosmetic needs a notification filed within ten days of first sale, with no Health Canada fee. A product with a therapeutic claim needs a Natural Health Product licence and an NPN before it can be sold; there is currently no mandatory application fee, but the evidence and the processing time have a cost in months. 5. The run size
Per-unit cost falls as the run grows because labour, setup and component minimums are spread over more units, but the cash tied up rises with it. The right first run is the one you can sell through in a season while funding the reorder. The brands that stall are not the ones that ordered too few; they are the ones that ordered so many the money for marketing went into the warehouse.
The costs that are not on the quote
Budget separately for samples, freight to you or your 3PL, product liability insurance, label design, any third-party testing you want for your own peace of mind, and a second run. If a quote does not say what testing is included, ask.
